Join Preservation Austin and the Downtown Austin Alliance to learn about the opportunities and benefits of federal and state historic tax credits for transforming historic buildings here in Austin. The Historic Tax Credit (HTC) program is an incredibly valuable tool for historic property owners looking to rehabilitate older spaces and save thousands of dollars!

Did you know that there have been 350+ projects completed through the Texas state tax credit program since its inception in 2015, with investments of over $4.2 billion in historic buildings from Galveston to El Paso? These investments not only save our state’s heritage, but increase property values, create high-paying local jobs, bring communities together, and increase heritage tourism.

Speakers at this engaging workshop will include historic tax credit consultants, brokers, and reviewers from the Texas Historical Commission, and they’ll discuss case studies showing the credits in action in Austin. Topics will be covered such as eligibility requirements for qualifying projects, the review and application process for receiving credits, and tax credit syndication. Coffee and pastries will be provided. Don’t miss this invaluable opportunity to learn more about HTCs!

 About Historic Tax Credits 

Historic Tax Credits are relevant for many Austin property types:

  • Income-producing commercial properties
  • Income-producing residential properties
  • Properties owned or long-term leased by nonprofits

Buildings must have–or be eligible for–historic designation including:

  • Buildings that are individually listed in the National Register of Historic Places
  • Buildings that contribute to a historic district listed in the National Register of Historic Places
  • Buildings that are Recorded Texas Historic Landmarks
  • Buildings that are State Antiquities Landmarks

AUSTIN LUKES, HISTORIC TAX CREDIT PROJECT REVIEWER, TEXAS HISTORICAL COMMISSION

Austin Lukes has been a project reviewer with the historic tax credits program at the THC since 2019. He is originally from Minneapolis, and has degrees in architecture and history from the University of Minnesota. His work in historic preservation, with an emphasis on building science, brought him to New Orleans and finally Texas, where he currently works with the program to bring economic re-investment to historic properties and communities throughout the state. In his free time he enjoys gardening and painting watercolors, and looks to check off visiting all 254 counties in the state.

ELLIS MUMFORD-RUSSELL, POST OAK PRESERVATION SOLUTIONS

Ellis Mumford-Russell is the managing partner of Post Oak Preservation Solutions, a historic preservation consulting firm dispersed between Austin, San Antonio, El Paso, and Kansas City. Ellis guides projects through the historic tax credit process and strategically implements the Secretary of the Interior’s Standards, employing a client-focused, collaborative approach to ensure that not only are the reviewers happy, but the client meets their goals as well. Through attention to detail and creative problem-solving, Ellis has seen dozens of projects through to Part 3 certification. In addition to wrangling historic tax credit projects, Ellis has her hands in design guidelines and other preservation planning efforts.

ROBIN SHEPHERD, 5 BIRDS DWELLINGS LLC

Currently Robin is the owner and founder of 5 birds dwellings llc. She purchases and restores historic homes that require significant restoration, taking advantage of the tax credit system. She then decorates and furnishes the homes, leaning into local resources, and gives a portion of the proceeds from the rental of the homes to various nonprofits in the community.

COURTNEY TAWRESEY, MUNSCH HARDT KOPF & HARR, P.C.

Courtney Tawresey is a shareholder at Munsch Hardt Kopf & Harr who specializes in tax incentivized financing transactions and public private partnership deals, including historic tax credits, New Market Tax Credits, and Low Income Housing tax credits. Courtney is experienced in all aspects of these deals including structuring, equity documents, loan documents, and other related issues. Over the last decade, Courtney has worked on more than $2B in tax credit transactions and experienced clients in a variety of complex real estate and financing transactions. With an LLM in tax law, Courtney is able to advise clients in all aspects of tax incentivized and public private partnership transactions.
